Washington Insurance Exam: Questions, Passing Score and What's Tested
October 28, 2026 · PassReadyPro Team
Washington's insurance exams are run by PSI for the Office of the Insurance Commissioner (OIC). Washington law is a big share of each exam, so it pays to know exactly what is tested.
Quick answer: You need 70% to pass. The combined Property & Casualty exam has 150 questions, a 195-minute limit and a $55 fee. The Life exam has 100 questions, a 150-minute limit and a $38 fee. Washington law is 45 of the 150 P&C questions and 30 of the 100 Life questions.
The exams at a glance
PSI's bulletin (last revised August 3, 2026) lists these producer exams:
| Exam | Questions | Time allowed | Fee |
|---|---|---|---|
| Property and Casualty (combined) | 150 | 195 minutes | $55 |
| Property | 100 | 150 minutes | $38 |
| Casualty | 100 | 150 minutes | $38 |
| Life | 100 | 150 minutes | $38 |
| Disability | 100 | 150 minutes | $38 |
| Life and Disability (combined) | 150 | 195 minutes | $55 |
| Personal Lines | 100 | 135 minutes | $38 |
There is no limit on how many times you can take an exam, but fees are not refundable or transferable.
How the exam is scored
The bulletin says you must get 70% correct to pass. Your score is displayed on screen when you finish, and PSI emails a score report marked pass or fail. If you do not pass, the report includes diagnostic information by exam area to guide your next attempt.
One thing to know about the clock: PSI may include a small number of unscored experimental items, and the bulletin says they count against your exam time. Do not try to guess which questions they are.
You can return to any question and change your answer until time runs out, so mark the hard ones and come back.
What's on the Property & Casualty exam
The combined exam (outline effective April 1, 2026) has 150 questions:
| Section | Questions |
|---|---|
| Washington Laws, Rules, and Regulations | 45 |
| Property and Casualty Insurance Basics | 21 |
| General Insurance Concepts | 17 |
| Homeowners Policy Concepts | 14 |
| Personal Automobile Policy | 14 |
| Commercial Property Policies | 10 |
| Commercial General Liability | 10 |
| Businessowners Policy | 6 |
| Commercial Automobile Policy | 5 |
| Other Types of Property and Casualty Insurance | 4 |
| Federal Laws and Regulations | 2 |
| Dwelling Policy Concepts | 2 |
Washington law is the largest block: 30% of the exam. The outline cites Title 48 of the Revised Code of Washington and Title 284 of the Washington Administrative Code, and covers the Commissioner's powers, who must be licensed, appointments and their termination, penalties, license renewal and continuing education (WAC 284-17-220 to 265), the designated responsible licensed person, unfair practices and trade practices (RCW 48.30; WAC 284-30), producer compensation disclosure, rebating, twisting, misrepresentation, policy delivery, premium accountability and the separate account requirement, and surplus lines. The federal items are the prohibited persons rule (18 U.S.C. §§ 1033 and 1034) and flood insurance education.
What's on the Life exam
The single-line Life exam (100 questions) is split like this:
| Section | Questions |
|---|---|
| Washington Laws, Rules, and Regulations | 30 |
| Life Insurance Policy Provisions, Options, and Riders | 20 |
| Types of Life Insurance Policies | 14 |
| Life Insurance Basics | 13 |
| General Insurance Concepts | 9 |
| Annuities | 8 |
| Federal Tax Considerations for Life Insurance | 4 |
| Federal Laws and Regulations | 2 |
Washington law is again the largest block, 30% of the exam, followed by policy provisions, options and riders.
The single-line Property, Casualty and Personal Lines exams also devote 30 of their 100 questions to Washington law.
Test-day rules from PSI's bulletin
- Arrive 30 minutes early. If you arrive late you may not be admitted and you forfeit the fee.
- Prohibited items include reference materials, phones, watches and handheld calculators.
- A tutorial comes first. Up to 15 minutes do not count against your exam time.
- Remote testing is available. You can launch within 30 minutes of your booked time, but if you do not start within 15 minutes after your booked time you forfeit your fee. Remote sessions have no breaks and no scratch paper.
- You cannot book a new appointment the same day you take an exam. PSI's example is testing on a Wednesday and retesting as soon as Friday, depending on seat availability.
- Finish the application on time. If you do not submit the application, fees, fingerprints and any conviction documentation within 180 days of passing, you must take the exam again.
Check the pre-licensing rule before you buy a course
PSI's bulletin says pre-license education is required to take the full-line producer exams. The OIC's first-time license page says it is no longer required, effective July 23, 2023. The two sources disagree, so confirm the current rule with the OIC before you pay for a required course. Our Washington license guide explains the question in more detail.
A study plan that follows the questions
- Start with Washington law. It is the biggest block on every exam, and the outline lists the statutes and rules.
- For P&C, treat basics and general concepts as a core 38 questions, then homeowners and personal auto at 28 together.
- For Life, pair policy provisions with basics and policy types. Together they are 47 of 100 questions.
- Practice to the clock. 150 questions in 195 minutes is about 78 seconds each.
Figures come from PSI's bulletin and outlines as of October 2026 and can change. Check PSI before you book.
